LGTM, although we could use the laypeople-friendly "faster" from the
tweet in the FB/G+ message too, e.g. like this:

Wikimedia engineers explain how they measure network times, and how
the roll-out of a new caching data center in San Francisco made
Wikipedia faster for readers in Asia and Oceania, by decreasing
latency.
