If its foundations are sound, certainly it could.  It is not a 
cure-all, and while on one side this means that it is not a 
single "magic bullet" for anything that is wrong with any 
economy, on the other hand if it is an effective institution 
that resolves a specific problem common to monetary-production 
economies, then all monetary-production economices could 
benefit.
