But when the question of passing and failing comes, every one should support exam system. Because, it ensures learning of a child. Otherwise, many of the children will be simply comers and goers to the school. They don't care about studies or their future at least. Then,,,, is there any bye-law which refuses schooling to a failed student? I don't think there is any. Examination doesn't mean that a boy should get 100% marks. There is a criteria of 35 marks. If a boy fails to attain that minimum criteria, and the foundation itself is weaker, how can u go further? (Mallikarju Hulasur) ಶಿಕ್ಷಣದ ಹಕ್ಕು ಕುರಿತಂತೆ ಇರುವ ಕಾಯಿದೆಗೆ ತಿದ್ದುಪಡಿಯನ್ನು ಅಳವಡಿಸುವ ವಿಚಾರದಲ್ಲಿ ಎಲ್ಲ ರಾಜ್ಯ ಸರಕಾರಗಳು ಕೂಡ ಒಲವು ವ್ಯಕ್ತಪಡಿಸಿವೆ ಎಂದು ಕೇಂದ್ರ ಸರಕಾರವು ಹೇಳಿಕೊಂಡಿದೆ. ಈ ಉದ್ದೇಶಕ್ಕಾಗಿ ಕೇಂದ್ರ ಮಾನವ ಸಂಪನ್ಮೂಲಗಳ ಅಭಿವೃದ್ಧಿ ಸಚಿವ ಖಾತೆಯು ಮಸೂದೆಯೊಂದನ್ನು ರೂಪಿಸಬೇಕಾಗಿದೆ. ಹೊಸ ಮಸೂದೆಯಲ್ಲಿ, ಶಾಲೆಗಳಲ್ಲಿ ಮತ್ತೆ ವಾರ್ಷಿಕ ಪರೀಕ್ಷೆ ಆಧಾರಿತ ತೇರ್ಗಡೆ ಪದ್ಧತಿಗೆ ಮರು ಜೀವ ದೊರೆಯುವುದು. ಇಲಾಖೆಯ ಮೂಲಗಳ ಪ್ರಕಾರ ರಾಜ್ಯ ಸರಕಾರಗಳೂ ಕೂಡ ಇಂಥ ಬದಲಾವಣೆಗೆ ಒಲವು ವ್ಯಕ್ತಪಡಿಸಿವೆ. ಮುಂದಿನ ತಿಂಗಳು ನವೆಂಬರ್ ಹದಿನಾರರಿಂದ ಆರಂಭವಾಗಲಿರುವ ಸಂಸತ್ತಿನ ಚಳಿಗಾಲದ ಅಧಿವೇಶನದಲ್ಲಿ ಶಿಕ್ಷಣ ಹಕ್ಕು ತಿದ್ದುಪಡಿ ಮಸೂದೆಯನ್ನು ಮಂಡಿಸುವ ನಿರೀಕ್ಷೆ ಇದೆ. ಈ ಹಿಂದಿನ ಕೇಂದ್ರ ಸರಕಾರದಲ್ಲಿ ಕಪಿಲ್ ಸಿಬಾಲ್ ಅವರು ಖಾತೆಯ ಸಚಿವರಾಗಿದ್ದ ಸಂದರ್ಭದಲ್ಲಿ ಶಿಕ್ಷಣಕ್ಕಾಗಿ ಹಕ್ಕು ಕಾಯಿದೆಯನ್ನು ಜಾರಿಗೊಳಿಸಲಾಗಿತ್ತು. ಆಗ ಶಿಕ್ಷಣಕ್ಕೆ ಸಂಬಂಧಿಸಿದ ಸರಕಾರೇತರ ಸಂಸ್ಥೆಗಳು ಹಾಗೂ ಸೋನಿಯಾಗಾಂಧಿ ನೇತೃತ್ವದ ರಾಷ್ಟ್ರೀಯ ಸಲಹಾ ಮಂಡಳಿ ಇಂಥ ಕಾಯಿದೆಯ ಅಸ್ತಿತ್ವಕ್ಕೆ ಪ್ರಬಲವಾಗಿ ಪ್ರತಿಪಾದಿಸಿದ್ದವು. ವಿದ್ಯಾರ್ಥಿಗಳನ್ನು ಒಂದೇ ತರಗತಿಯಲ್ಲಿ ಕೂಡಿಡಬಾರದು ಎಂಬ ಧೋರಣೆಯೇ ತಪ್ಪು. ಇದರಿಂದಾಗಿ ಶಾಲೆಗಳಲ್ಲಿ ವಿದ್ಯಾರ್ಥಿಗಳು ವ್ಯಾಸಂಗ ಮಾಡುವ ಕ್ರಮದಲ್ಲಿ ಯಾವ ರೀತಿಯ ಪ್ರಯೋಜನ ಹೊಂದಿದರು ಎಂದು ಅರಿಯಲು ಸಾಧ್ಯವಾಗುವುದಿಲ್ಲ. ಬಿಜೆಪಿ ಅಧಿಕಾರದಲ್ಲಿ ಇಲ್ಲದ ರಾಜ್ಯಗಳಲ್ಲಿ ಕೂಡ ಅಂಥ ಸರಕಾರಗಳು ಈ ಪದ್ಧತಿಯನ್ನು ವಿರೋಧಿಸಿವೆ. ಇದರಿಂದಾಗಿ ಶಿಕ್ಷಣದ ಗುಣಮಟ್ಟದ ಮೇಲೆ ತೀವ್ರ ಪ್ರತಿಕೂಲ ಪರಿಣಾಮ ಬೀರಿದೆ ಎಂಬುದು ಅವುಗಳ ಭಾವನೆ ಎಂದು ಅಧಿಕೃತ ಮೂಲಗಳ ಹೇಳಿಕೆ. ಒಂದೇ ತರಗತಿಯಲ್ಲಿ ವಿದ್ಯಾರ್ಥಿಗಳನ್ನು ಕೂಡಿ ಹಾಕಬಾರದೆಂಬ ತಪ್ಪು ನೀತಿಯ ಕೆಟ್ಟ ಪರಿಣಾಮವನ್ನು ಗ್ರಾಮಾಂತರ ಪ್ರದೇಶಗಳಲ್ಲಿ ಕಾಣಬಹುದಾಗಿದೆ. ಇಂಥ ಕಡೆಗಳಲ್ಲಿ ಶಾಲೆಗಳಲ್ಲಿ ಮುಖ್ಯ ಉದ್ದೇಶ ಮಧ್ಯಾಹ್ನದ ಭೋಜನವಾಗಿದೆ. ಶಿಕ್ಷಕರೂ ಕೂಡ ಗುಣಮಟ್ಟದ ಶಿಕ್ಷಣ ಒದಗಿಸುವ ನಿಟ್ಟಿನಲ್ಲಿ ಯಾವುದೇ ರೀತಿಯ ಪ್ರಯತ್ನಗಳನ್ನು ತೋರುತ್ತಿಲ್ಲ ಎಂದು ಅಧಿಕೃತ ಮೂಲಗಳು ವಿಷಾದ ವ್ಯಕ್ತಪಡಿಸಿವೆ. ಶಿಕ್ಷಣದ ಹಕ್ಕು ಕಾಯಿದೆಗೆ ತಿದ್ದುಪಡಿ ತರುವ ವಿಚಾರದಲ್ಲಿ ಕೇಂದ್ರ ಮಾನವ ಸಂಪನ್ಮೂಲಗಳ ಅಭಿವೃದ್ಧಿ ಖಾತೆ ಸಚಿವರಾದ ಪ್ರಕಾಶ್ ಜಾವೇಡ್ಕರ್ ಅವರು ಈಗಾಗಲೇ ಬಹುತೇಕ ರಾಜ್ಯಗಳ ಮುಖ್ಯಮಂತ್ರಿಗಳೊಂದಿಗೆ ಮಾತುಕತೆ ನಡೆಸಿದ್ದಾರೆ. ಮುಖ್ಯಮಂತ್ರಿಗಳೂ ಕೂಡ ಈ ನಿಟ್ಟಿನಲ್ಲಿ ತಮ್ಮ ಬೆಂಬಲ ತೋರಿದ್ದಾರೆ. ರಾಜಕೀಯವಾಗಿ ಕಾಯಿದೆ ತಿದ್ದುಪಡಿಗೆ ಒಮ್ಮತ ಮೂಡಿದ್ದರೂ ಸಾಮಾಜಿಕ ವಲಯಗಳಲ್ಲಿ ಕೆಲ ಮಟ್ಟಿಗೆ ವಿರೋಧ ಇದೆ. -- *For doubts on Ubuntu and other public software, visit http://karnatakaeducation.org.in/KOER/en/index.php/Frequently_Asked_Questions **Are you using pirated software?
