As Matt Ryanczak mentioned, VMware works very nicely for this. I'm currently using the freely-available VMware Server (http://www.vmware.com/products/server/) as a prototyping environment for some Soekris and WRAP projects. The only thing you can't really do is a final-test of an image in VMware as the hardware in a VMware virtual machine won't match what is in the Soekris.
