I would think you could build a PCI to PCIe bridge and put an express card
slot on a PCI card. Nvidia did it was AGP and PCIe, their bridge chip was
used both to put PCIe chips in an AGP slot and AGP chips in a PCIe slot.
It looks like PLX makes a PCIe 1x to PCI bridge:
