Okay, first things first: you do realize the net4521 is an embedded 
computer that does NOT come preloaded with an OS?  You need access to 
the serial console to configure and monitor it.  The BIOS is just like 
most other PCs: it works via console only.  Once you can talk to it 
that way, then you can move on to loading an OS onto a CompactFlash 
card for it to use.  Only then will you be able to do anything via the 
network.

If you meant that you're trying to use the serial console and that's 
not working, it's probably just not set up correctly.  You need a null 
modem cable and appropriate terminal software; using the wrong cable is 
the most likely reason for getting no output at all.  If you're using 
Windows, Hyperterminal works, and PuTTY also supports serial ports now.
