How fast is your internet connection.  How many concurrent sessions will 
you support.

for a few users, no accelerator card and OpenVPN, you should be fine.

The accelerator cards are well-supported under OpenBSD.  It'll create a 
device for you.  but, beware. IIRC, it only works with IPSEC, not SSL 
VPNs.  You can search the archive to verify.
