Well, *finding* a low-power, 3.3V-only, 32-bit, PCI video card could
be a bit of challenge. There have been some list posts in the past
about using Soekris boards with USB video devices, however, which
could be a much easier solution.

While I've got a number of working greenscreens at the office, I've
found that it's usually easier and more convenient to lay your hands
on an old junker laptop. Compact; processing power doesn't matter if
you just plan to run a stripped-down *nix with screen or something
as a serial terminal emulator; and as long as you have a working
power brick, who cares that the battery no longer holds a charge
(it's not as if there's such a thing as wireless serial anyway).
Also, if it doesn't have a built-in serial port, a USB serial
adaptor can be had locally in most major US cities for $10-$15 these
days (and probably comparable mail order prices).
Of course, if you do a lot of serial, your time and money might be
better invested in a serial console server so you don't have to
leave your desk. You can find a refurbed Portmaster or an old
DECserver 300 (if you don't mind MMJ cabling!) for pretty cheap.
Saves me a ton of hassle at work, since a lot of times I need access
to serial consoles hundreds or thousands of miles away. Also
convenient to be able to get console access to devices at the office
from home if, say, a weekend maintenance goes awry and something
breaks with a boot process... quick troubleshooting from the
breakfast table and then I can get on with my weekend.
