You are out of luck with the 4801.

With the NET5501 you can, if nothing else, have the internal power
supply do a off-wait-on sequence by sending 
        +++ <wait a moment> POWER
to the serial console, and that will also cycle the power to the
USB port.

I don't know if the NET5501 USB ports have switchable power, 
but I don't think so.
