If you distribute that CPU performance to 2 cards, you'd get pretty much half the throughput. Which is what you observe. It all makes sense: you are CPU limited. madwifi could simple cause the CPU to be busy. Finding out what the real cause is, is going to be difficult though. I'd replace the wireless cards with another type (non-Atheros) if possible and that new card is supported. Since you have another computer (the Athlon one), check with top on that one: if CPU usage with one card is (e.g.) 10% and with 2 it's increasing to 20%, then all looks well except the Soekris is too slow.
