Are all the interfaces in the same network? If so, this is normal Linux
behaviour. There is a setting somewhere in /proc (probably one of the
arp_* entries in /proc/sys/net/ipv4/conf/*) to change this but you
should probably step back and think again about what you want to
achieve.
If not, please describe your network setup.
