I suspect the power supply.  How many amps is it rated for, and what's
the peak current draw of the hard disk during startup?  Do you have a
spare power supply you can test with, in case the existing one has gone
bad?  Something like a NetGear desktop switch might have a suitable
power supply - but check the voltage and polarity first.
