there are some instructions in docs/devel_platform_notes.txt. In short, you can either use VC6, mingw or cygwin to build for win32. For VC, there's a ready workspace file for the library, but you have to create one yourself for the options example client.

And if anyone has some tips&experiences with win32 building not mentioned in the existing docs, please post it here.
