Hmm, I'm not sure there is one. :o The only RTP related GStreamer add-on I've been using is the gst-plugins-farsight package, which provides "rtpbin", "rtpjitterbuffer" and various other RTP related elements not part of the gstreamer base packages (gstreamer, gst-plugins-{base,good}).
