Generally this is limited practically by the mtu. The spec states
that a UA MUST be able to receive a full 64k sized udp packet, but
when sending, if it is over the mtu it should switch to tcp instead of
udp. Furthermore, when sending a request, if it is over 1200b it
should send as tcp to allow for a larger response to that request to
still fit within the mtu and not get fragmented udp.
