Yes, I notice RFC 3261 leaves out port number in their SIP contact header
examples.  I guess I'm dealing with another odd SIP server.  I'll just use
the contact header tag for now and suggest to the SIP server people that
they not require it.

What kind of benefit the explicit port number would have? Surely there is no
device that can not cope with URLs without port numbers, right?
