Basically, yes.  NUTAG_URL passed directly into nta_agent_add_tport,
with parameters documented here:

In the past I have experienced situations where sofia would set up a
session over IPv4, but SDP negotiation would set up a connnection using
IPv6.  There are tags to deal with that as well:
