under the FCC Part 15 rules, an experimental license *is* required for
operation at 137 kHz. A Part 5 experimental license involves a fee, a
fairly involved application process, and (usually) a long wait. You
will need to specify what you are going to do (power levels, emission
types, antenna, etc.) and why you want to do it. One way to find out
how to apply is to look at a listing of stations that have received
experimental license grants. The "LowFER" and "MedFER" listings at
this site also include a number of Part 5 experimental stations:

If you do FCC search on the experimental call signs, you should be
able to view their complete license applications. That will tell you
what worked for them.
