I've proposed a microwave-based LO for the Pheonix receiver on the HPSDR 
project (hpsdr.org); dunno if they'll use it or not.

The uW PLL ICs are usually a 24 pin leadless package, not BGA.  But 
nearly all microwave devices have a connection on the underside of the 
package which must be soldered to ground.  The only way to do this 
reliably is using re-flow and solder paste, and the PCBs have to be PTH 
so etching your own is not really an option.

The PLL ICs are programmed with a standard 3-wire serial interface - 
there's nothing particularly difficult to do.

A uW LO is not necessarily the best option for every application, it's 
just another that could be considered in addition to DDS and H+P.
