The descrambling of crypted voice transmissions is quite difficult, as
there are many ways to crypt such kind of information. After all, the
whole purpose of crypting is to make impossible, or at least as much
difficult as possible, to recover the information by those who are
unauthorized. In the beginning they used a simple method of spectrum
reversal, where the low voice frequencies were put at the high end of
the spectrum and viceversa. In practice, the spectrum was mirrored
around its central point, making thus impossible for a casual listener
to understand what was said. But this simple method was easily
defeated and more robust encryption techniques started to be used.
My knowledge on the subject stops here. I am not an expert in this
field and have no particular interest to become.
Maybe if you ask on the group mentioned above, somebody could give you
some information.

About WAV recording in SDRadio, yes, I agree it would be an useful
feature and probably it will be eventually implemented.
