Yes, it is possible to mix down a 100MHz RF signal to an I/Q
signal in the audio range. However, it is not possible to receive
broadcast FM radio with 96kHz sampling rate because the FM
deviation of such signals is too big, about +/-75 kHz.
It wouldn't work even if your soundcard had an input bandwidth
of 150kHz because of the modulation sidebands that extend further
than that (and contain information). FM sidebands can be
calculated using the "Bessel function".
