Every better Creative Card (incl. Soundblaster Audigy SE for about 20 €) should 
be able to go up to 96 khz. Some cards come with configuration tools so you can 
set the card into 48 khz or 96 khz mode. 
 
The better cards can even achieve 192 khz in bandwidth.
 
Easiest way to try if your card is set to the 96 khz mode is to use winrad for 
reception. You can set the sample rate in winrad to 96 khz (or higher) and look 
if a spektrum bigger than 48 khz is shown. If not, try to find the config-tool 
for your soundcard and set sampling rate up. (Or, if available, try 
asio-drivers if provided for your card).
