I would like to thank those who responded to my question. My laptop is
an IBM T40. I went to their web site and download and installed all
the new drivers. I also went to ATI's web site, and downloaded their
latest utilities for my video card. They do have a utility that forces
applications to the monitor of your choice. It worked on every program
I tried, except Winrad. I tried ACEWinrad by G3OQD. It will go to
monitor 2, but is unstable and freezes within a few minutes. This is
not the end of the world though. I will use SpectraVue, and wait for
someone smarter than me to write the code needed to make Winrad
sizeable and dragable.

Thanks Guys and 73
