[soft_radio] update on my winrad problem

hello I tried the earlier version I couldn't start the appliation
if it wasn't fore this small issue I could use the blasted thing
is winrad open source? if not and the program can't be fixed I will have no 
choice but to cell my sdr unit.
as it stands now I can't do anything with it.this is really realy 
frustratingHank
