The TV encoder is able to output RGB signal, which needs 4 DACs to actually work (R + G + B + sync). The EPIA M series only have 3 of the DACs actually connected, so this is an option only if you don't mind soldering on the mobo... The VGA output can be used (like Stefan does on Matrox cards) to output RGB signal, but you have to build a simple synch signal merging circuit (Hsync + Vsync + change voltage).
