You are correct in that this patch does the opposite of what I want.  

Would it be possible to extend this to the case of a 4:3 picture within a 
16:9 frame displayed on a 4:3 screen?  In this case there are black bars 
on the top and bottom, and left and right of the picture.  It should be 
zoomed to fill the screen.
