Hello Ajit,
I have come up with that exact situation recently. After some headaches I
figured it was caused by Melena, which created curved based on hair, and
ice strands were generated based on those curves. I could not prevent the
problem from happening so I created a script that disables the Melena curve
creation and another one that enables it. So animators could animate with
the curves disabled and then enable then to see the result of their
animation on the simulated strands.
I suggest you go through your rig carefully :)
It's a bit of a cheap fix, but it works for this particular project/problem.
