When you lock individual points on the envelope, a 'lockdeformerwweightop' operator is generated on the Envelope Weights property to manage that information. The operator does not have any exposed parameters to query or dig out which points have been locked. The only other place to check would the the envelope weights property itself, but I don't think it has any metadata which can be inspected for the lock information.
