Why are you not using the python provided with 2013? Regardless, I haven't used 2.7 myself as I remember having some funky things go on. I believe you can have both 2.6 and 2.7 installed but will need to have the one you want to load with Softimage added to the system path using the setenv.bat in the user tools. I'd try with 2.6 and see if the error still shows.
