I'm not sure that concept scales... I don't wanna load a crapton of addons I don't know the purpose of. What if some of them conflict with each other? What if someone poorly coded a few events? Hell naw!
Besides, with something like Package Control, you gotta be savvy enough to put up a repo and that weeds out complete beginners from litterring the package universe. A shared folder is too easy to litter.
