I don't have this problem. I use a wacom cintiq 21ux with windows 7 set as secondary monitor using nvidia driver. Might be an issue with the display driver, tablet driver or a combination.

If I make my 24" the primary, then the tablet's cursor appears there rather than on the tablet itself. So there's no way to use it if it's not set to be the primary.

        keeps opening on it.  The problem is, when I drag it back to
        the proper monitor, it doesn't realize that my resolution is
        1920x1200 and so when I go fullscreen, it only resizes to the
        size of the tablet.
