various options, agisoft comes to mind but i don't know if you can import point clouds for meshing? maybe eric mootz has some sort of workflow with his plugins? maybe openvdb. they have meshing algorithms for point clouds... i have a really basic softimage plugin that could be extended, but i don't have the time (i mean no one is paying me to do it) to add that functionality.
