Most views use the 'targetcontent' attribute to set content, but the ICE Tree appears to not have such a view attribute.
Therefore you'll need to create your view, select the icetree operator you wish to view then pass a refresh call to the icetree view to display it, then finally lock the view so it doesn't update again with the next selection change. Once that sequence is complete, I'd recommend deselecting the icetree operator to prevent unwanted side effects for whatever happens downstream.
