Monoprice is pretty much as safe as it is going to get when it comes to Korean panels. These panels are those discarded by normal manufacturers and then sold as is. Usually with a few dead pixels, uneven lighting or other flaws. Monoprice puts at least a baseline of quality control in and ensures that the product you are getting isn't too flawed. As far as I know they basically cherrypick the best of these bad panels.
They are definitely a good value option, especially if you are a little bit lucky. I personally opted for the Dell U2713HM because the monoprice deals for 27" monitors weren't as good in the summer and because glass panels are an absolute no-go for me when it comes to a workplace monitor.
