It depends. From native tools, I don't think so. From the SDK, definitely (assuming you don't want to access a given simulated frame).
The closest native tool I can think about that gives you access to any frame is the ICE node "Get Action Source at Frame". If you can store your transformations as a mixer source it is possible to get any values at any time from ICE this way.
