I have experienced this same issue but only when rendering using two stereo 
cameras. The particle cloud is frozen unless I render it from one eye at a 
time. Is it possible the cache file is still too large for render? I've cached 
locally and it reads for playback but not for render.  And it seems to work on 
and off :/
