I remember something like that,   it was some program having global hotkeys (cant remember which) that was interfeiring. You can try ending all other programs just to see, and if both Ctrl & Shift also work elsewhere. And maybe temporarily renaming your SI profile folder something else (resetting personal settings) to see if it has anything to do with plugins or settings. good luck!
