There are commands to set and clear locks on weight values for a given point/deformer pair in an envelope (LockEnvelopeWeights(), ClearEnvelopeWeightLocks()), but I don't see anything to read whether a point/deformer weight is locked or not.
Anybody know if this is possible? Matt
