This morning I woke up with the idea to create 2 or 3 models with baked syflex simulation. Then use that as particle instances on the point cloud (to make them flock). Problem with that is that not all the time the papers will face "forward" and some of them will flock downwards, then the baked simulation will look somehow wrong.
