I am not sure, but as far as I remember the Houdini help, & means the default value and not the previous value.
Therefore HOUDINI_PATH = "D:/otls;&" will be HOUDINI_PATH = "D:/otls;C:\programs\houdini\..." And you lose the Redshift path completely. I do not know the syntax for the previous value, but you can try to set both in one line.
