Unfortunately the answer is no, Xilinx has some modules that are 
added to MatLab to implement a MatLab to Xilinx FPGA compiler, so 
it's pretty much dependent on having the real thing.

A couple of years ago I bought a copy of R14 that was just being 
replaced with version 2006, they somehow messed it up and they didn't 
have a copy to deliver. They sent me a copy of 2006 instead, I needed 
R14 so I complained but they could not find a copy so they offered 
some free modules to make up for it or my money back (my package was 
still sealed), so I received several DSP, Filter, RF modules for 
free. Now it's a moot point because the newer version of the Xilinx 
software will work with the 2006 version. That was a great deal, I 
paid $400 for a $1000 software package, I received a newer version 
instead, and I received several useful libraries for free.

Also check your CD's and license codes, when I purchased my board, 
the CD did not look like the photos on the site or in the literature, 
it turned out that they sent the full blown unlimited time version 
instead of the one year license. >:-} I did email one of their reps 
before I installed the software, they were charging me sales tax and 
should not have, when I mentioned it to him how the CD's didn't match 
the pictures, and that  activation serial numbers were already 
present he told me about the mistake in some of the kits, and not 
worry about it and enjoy their mistake.
