Another consideration might be hardware related.  I am planning to use a 
74HC147 to control the Xtall, but it only covers 0-9.  I am trying to have 
a switch control with 9 positions, but 15 and 10 will be outside the range 
of the IC.  Does anyone know of an off-the-shelf IC that does 16-to-4 
binary encoding?  I have been unsuccessful in finding one.
