Most speaker outs are not really meant to drives the speakers themselves directly, rather the level is set to drive comptuer speakers with amplifiers in them. They are usually very close to line outs.
This is especially true if the computer is not a laptop, which I am assuming, since you said "sound card". The other issue is that Rocky doesn't like to use the same audio output for both receive audio to speakers and the Tx audio/IF signal to the RxTx. So, that could be an issue. There are I/Q test signal generator software programs somewhere that you could use for testing. One is called IQout, I think. All my computers except this email one are down right now, being moved around the shack. Anyway, try the speaker output, with the RxTx into a dummy load. Terry WB4JFI
