I have successfully deployed software-factory 2.7 using the provided disk image (https://softwarefactory-project.io/releases/sf-2.7/sf-2.7.qcow2).

That's good to know :) However note that we are no longer releasing disk
images since all the components are now packaged and can be installed
using yum.
In the future you will have to use virt-customize or any other image
building tool to prepare your own disk image.

I am trying to deploy the latest version  (3.0?) using https://softwarefactory-project.io/docs/operator/deployment.html.

It fails at the first command

 sudo yum install -y https://softwarefactory-project.io/repos/sf-release-3.0.rpm
[sudo] password for centos:
Loaded plugins: fastestmirror
Cannot open: https://softwarefactory-project.io/repos/sf-release-3.0.rpm. Skipping.
Error: Nothing to do

The latest version is still the 2.7, please check the new website for
the list of supported release: http://www.softwarefactory-project.io/
The documentation you linked is actually from a candidate version we
are using on https://softwarefactory-project.io/ production....

We are basically waiting for openstack-infra to release zuul and
nodepool before we release the next version of software-factory.
Once it is available, you can upgrade your 2.7 deployment using this
procedure: https://softwarefactory-project.io/docs/operator/upgrade.html
