In general this is true. However by carefully placing AFTR we can handle 
mobility. In 

draft-sarikaya-softwire-dslitemobility-01

we have collocated AFTR with either HA or LMA. Also you need to coordinate NAT 
operations with binding cache searches.

In fact DS-Lite becomes a good match with PMIPv6 or DSMIP protocols.
