A new version of draft-qin-softwire-dslite-multicast has just been posted,
please see:
http://tools.ietf.org/html/draft-qin-softwire-dslite-multicast-04.
To avoid the confusion, the "Fall-back Mode" mentioned previously was
removed, based on the agreement among authors.

It's clear that the inefficiency of forwarding happens if the original
DS-Lite design is used for multicast delivery (which can get even worse, if
for example, the AFTR capability is centralized). We tried to solve the
problem in this extensions of DS-Lite, by making the underneath IPv6 network
forward multicast traffics in standard multicast manner.
