Unless there is oil, silicone, or some other contaminant on the pads or 
disk, my vote would be for deteriorated hydraulic lines that are 
swelling with pressure.  I've replaced the hoses on several of my bikes 
and it made quite a difference on front brake effectiveness.  I replaced 
them with stainless steel braided lines I had made at a local shop here 
in town.  I will eventually put them on all the bikes I am refurbishing.
