[Solaris-Users] Error when creating users

I'm trying to add new users to my Solaris 9 server with the following 
command:

# useradd -s /bin/bash -g staff -m -k /etc/skel login

...but the error I get back is,

UX: useradd: ERROR: Unable to create the home directory: Operation not 
applicable.

I'm not sure how to address this error.  I've looked in man useradd but 
only found that the error might crop up, not how to fix it.
