You have to shut the box down when you add the cpu.  When it comes up, on the console you should see the banner and it should recognize the second cpu.  There shouldn't be anything you have to do for the OS, unless you have any processor sets or anything set up which you shouldn't for a 1 CPU server.

Oracle should recognize it as well, you may want to revisit tuning (mainly threads), and of course you should purchase the proper license.
