No real pakcages to speak of that im aware of, under linux something like the somewhat dated LIDs (Linux Intrution Detection System) could give information like that. However you could build something up using lsof (List Open files) under a regular cron?
Shouldn't be stupidly difficult to back that off against a DB of sorts and considering the data type a value key data type such as Berkeley or SleepyCat would be best.
